The Smash ball can be picked up, causing the character to glow.(although this "glow" could just be exlusive to mario.)The attack can be unleashed at any time, amd can only be used once, after you get the Smash Ball.
It is unknown whether this item can be picked up or if it is activated by touching it. It is also unknown whether it can be used only once or multiple times. In the E3 2006 trailer, [[Mario]] is shown grabbing the Smash Emblem before using his Super Smash attack, though it is not known if this reflects how the item is used in-game or if it was a cinematic decision for the trailer.
