Lucario's Final Smash is a powerful beam attack. Lucario first flies behind the stage, then begins storing energy. He then quickly shoots out the beam directly in front of him. The beam can then be controlled by tilting it left and right. When Lucario flies off, if he hits an opponent, they'll take 4% damage. The Final Smash's power varies on how much damage Lucario has taken, just like his other moves. It seems to look very similar to the move Hyper Beam that Deoxys uses when coming out of the Poké Ball.
